RegTAP

When configured, the registry exposes a TAP service at `/tap` that implements the RegTAP schema. This allows standard TAP queries on the registry metadata and is compatible with tools such as [TOPCAT](https://www.star.bris.ac.uk/~mbt/topcat/)
